Park Boulevard
The limits of the project are from Roosevelt Road to Crescent Boulevard. The improvements include pavement reconstruction from Roosevelt Road to Fairview Avenue and pavement rehabilitation from Fairview Avenue to Crescent Boulevard. Included in the above work is earth excavation, placement of aggregate subgrade, combination concrete curb and gutter, hot-mix asphalt pavement, portland cement concrete sidewalk, storm sewer, sanitary sewer repairs, water main installation, pavement markings, traffic staging, temporary detour, restoration, and all other appurtenant work required to complete the project.

Construction Update November 20, 2018

All concrete sidewalk and driveway pavement replacement work has been substantially completed with the exception of any punch list items of work.  Paving of the asphalt surface course was completed on Friday, November 16 with the roadway pavement markings completed on Tuesday, November 20.  

The contractor is currently focusing on cleaning up the work site as well as excavating and placing topsoil in the parkways.  Sodding of the parkways is anticipated to be completed over the next week.  A preliminary punch list has been provided to the contractor with those items to be completed by the contractor in the next two weeks.

Park Boulevard will be re-opened to two-way traffic by 4 p.m. on Wednesday, November 21 (tomorrow).  Daytime lane closures and detours will be required and utilized to complete some of the previously noted remaining items of work.

Construction Update - October 31, 2018

Please be advised that the Contractor has notified residents on Park between Maiden and Fairview to refrain from the use of their driveway until the new curbs, driveway approaches, sidewalks, and first two layers of asphalt paving are complete and sufficient for use.  The tentative schedule for this work is as follows:

Thursday, Nov. 1 – Roadway will be graded for curb installation
Friday, Nov. 2 – Curb will be installed on Park from Maiden to Fairview
Monday, Nov. 5 – Wednesday, November 7 – Driveways will be excavated, stoned, and poured.
Thursday, Nov. 8 and Friday Nov. 9 – First two layers of asphalt will be paved
Monday, Nov. 12 – Driveways will be re-opened for use by residents

Please legally park your vehicles on adjacent side streets that are not under construction such as DuPage, Exmoor, Summerdale, and Stephanie.  Please abide by the no parking signs, face your vehicle in the correct direction of traffic, and do not block fire hydrants and driveways.  The Police Department has been notified to not ticket vehicles that are parked overnight on side streets in the area, so long as they are parked legally otherwise.


Weather permitting, the remaining work including restoration of parkways, paving of the asphalt surface course, and pavement markings is currently anticipated to be completed by Nov. 21.  However, the contractor is striving to complete the work sooner, as possible.

Construction Update - October 24, 2018
 
The Public Works team would like to update you regarding the status of the project.  Given that the resurfacing work on Main Street from Roosevelt to Fairview and on Park Boulevard from Fairview to Crescent is substantially complete, this notice will focus on providing an update for the section of Park under reconstruction between Roosevelt and Fairview.
 
Utility Work
 
The underground contractor has completed the installation of all water services and is in the process of completing the final connections of the new water main to the existing water distribution system.  The underground contractor is also wrapping up the storm sewer installation work including installation of structures that were in conflict with the old water main as well as installing underdrain pipes.  It is currently anticipated that the underground utility work will be substantially complete by Saturday, October 27.
 
Roadway Work
 
The general contractor is in the process of constructing the new aggregate base for the roadway.  Concurrent with this operation, the contractor will commence construction of the new concrete curb/gutter and concrete driveway approaches. 
 
At the time of this notice, the general contractor is wrapping up the roadway base construction effort on the south half of Park between Maiden and Roosevelt.  This work has also advanced to the north with the aggregate base construction on the section of Park from Fairview to Maiden having commenced on Tuesday, October 23.  It is anticipated that the contractor will start constructing the new curb and driveway approaches on the south end of Park on Friday, October 26.  Construction of the new curb and driveway approaches on the northern end of Park between Maiden and Fairview is anticipated to commence on Thursday, November 1.  A separate notice will be provided to those residences losing driveway access (Starting Around November 1).  At that time, residents should anticipate to be out of their driveways for approximately 10-14 days while the new concrete curb and driveway approaches are constructed and curing to sufficient strength.  During this same driveway closure period, the contractor will be paving the roadway to an elevation approximately 2-inches below the final surface elevation of the street, thereby allowing driveway access to be restored shortly thereafter.  Weather permitting, it is currently anticipated that this work will be complete by approximately November 9 with driveways re-opened by November 12.

Weather permitting, it is currently anticipated that the final 2-inch thick asphalt surface layer of the roadway will be paved and line-striped by approximately November 16 with the roadway re-opened to two-way traffic at that time.  Restoration of disturbed lawn areas will be completed as weather and the availability of sod permits.

Park and Fairview Intersection Detours for Sewer and Water Work


Sanitary Sewer Work
Starting on Tuesday, September 4 and extending through Thursday, September 6, the underground contractor will be replacing a section of sanitary sewer main in the east half of the intersection of Park and Fairview.  The detour route pictured below will be implemented on these days with the detour anticipated to be knocked down, and intersection restored to its current traffic control state (all movements permitted except southbound Park) at the end of the working day on Thursday, September 6.

Water Main Work
Starting on Monday, September 10 and extending through Friday, September 14, the underground contractor will be replacing the water main within the intersection of Park and Fairview.  This work will require implementation of the same detour route with some additional daytime modifications as the contractor digs across the various legs of the intersection.  It is anticipated that the detour will be knocked down, and intersection restored to its current traffic control state (all movements permitted except southbound Park) at the end of the working day on Friday, September 14.

Please understand that the above dates are subject to change due to weather delays and/or construction conflicts.  The detour route may also be modified during construction to allow for the work to be safely performed.





 

Project Update


A summary of recently completed and forthcoming activities by location is as follows:

Main Street (Roosevelt to Fairview): Work is substantially complete.  As a reminder, the Illinois Department of Transportation will be resurfacing the balance of the intersection of Main and Roosevelt this summer/fall as part of its Roosevelt Road resurfacing project.

Park Boulevard (Fairview to Crescent): Work is substantially complete with the exception of parkway lawn restoration which will be completed in the fall.

Park Boulevard (Roosevelt to Fairview): The Contractor has completed the planned sanitary sewer service replacement work.  Installation of the new water main has commenced with the contractor starting work from the south leg of the Park and Fairview intersection and heading south towards Roosevelt Road. 

Once the new water main has been installed, it will be pressure tested, chlorinated, and sampled in accordance with all IEPA requirements prior to putting it into service.  The Contractor will then begin installing new water services to connect properties to the new water main.

Additional utility work to be completed on the east half of Park Boulevard includes replacement of a section of sanitary sewer main at the intersection of Fairview and Park, and installation of new storm sewer and drainage structures along the project corridor.

Once the utility work on the east half of the Park Boulevard is complete, the contractor will commence construction of the east half of the roadway.  This work will involve construction of a new stone roadway sub-grade, installation of new curbs, replacement of driveway approaches and sidewalks, and paving of the roadway with asphalt to a level approximately 2-inches below the final roadway surface elevation.  The final 2-inch surface layer of asphalt will be paved towards the end of the project along with the west half of the roadway.

Upon construction of the east half of the roadway as described, it will be used for northbound traffic.  The Contractor will then commence construction of the utility improvements and roadway on the west half of Park Boulevard.  This work should progress more quickly given the majority of the utility work is being completed on the east half of the roadway.

Park Blvd. - Fairview Ave. to Crescent Blvd. - HMA Surface


Abari Construction will complete adjusting the storm, sanitary and water main structures by Tuesday, July 24th. Once this is completed, Dunteman Construction will place bituminous prime coat on the roadway. Prime signs will be erected prior to this work being performed. Currently, Dunteman Construction plans on placing the hot-mix asphalt surface course on Thursday, July 26th and Friday, July 27th if weather allows.

Park Blvd. - Roosevelt Rd. to Fairview Ave. - Sanitary Sewer


Abari Construction will begin underground work on Monday, July 23rd.  They will begin with repairing sanitary sewer main that is currently deficient.

Park Boulevard Paving Schedule - Fairview to Crescent

The Contractor intends to complete all work, except parkway sodding, on Park Boulevard from Fairview to Crescent by Friday, August 3.  The narrative below lays out the tentative and weather dependent schedule.

Paving of Leveling Binder Layer of Asphalt - Friday, July 13
The Contractor intends to pave the first one-inch (1") thick layer of asphalt on Park Boulevard from Fairview to Crescent Boulevard on Friday, July 13.  This layer of asphalt establishes a smooth and properly sloped base to pave the final surface layer of asphalt on, prevents the reflection of cracks in the underlying concrete base through the final surface layer of asphalt, and provides a reference point for the proper re-installation of the manhole frames/covers to the correct grade in the roadway.  Prior to this paving operation, the Contractor will sweep and prime the roadway with oil (on Thursday, July 12).

Re-installation of Manhole Frames/Covers - Week of July 16 - Week of July 23
It is anticipated that all the manhole frames/covers will be re-installed in the roadway starting the week of July 16.  This process involves breaking out the asphalt pavement around each structure in the roadway, removing the temporary plate underneath, setting the manhole frame/cover on new adjusting rings over the structure, and pouring concrete around the manhole frame.  The frames/covers will be reinstalled in phases to avoid a complete closure of Park Boulevard.  As such, the work will take approximately one week to complete including curing of the concrete around the manhole frames.

Paving of Surface Layer of Asphalt - Week of July 23
Weather permitting, the Contractor intends to pave the second and final two-inch (2") thick layer of asphalt on Park Boulevard from Fairview to Crescent during the week of July 23.  The tentative date of surface paving is Tuesday, July 24.  Please understand this date is subject to change given the timing of this notice.  Prior to this paving operation, the Contractor will sweep and prime the roadway with oil.

Other various activities to be completed by August 3 include: two storm sewer repairs, a water main valve replacement, concrete curb placement for sidewalk ramps, rough grading/backfill of voids along the curbs and sidewalks, asphalt driveway patching adjacent to sidewalk replacement, and restoration of pavement markings.

Residents should anticipate these work activities to cause temporary roadway lane and driveway closures as well as general delays and inconveniences in driving through the project corridor.

Park Boulevard Update 7/5/2018

Park-Hill Intersection Reconstruction
The Contractor completed the placement of the concrete roadway pavement on Tuesday, July 3.  The intersection will be-reopened to vehicular traffic on Monday, July 9.  Construction of the sidewalk ramps will be completed following adjustment of the phone duct manholes (at the southeast and southwest quadrants of the intersection) by AT&T's Contractor.

Following the opening of the Park-Hill Intersection to vehicular traffic, the Contractor will implement a one-way northbound only traffic configuration on Park Boulevard from Roosevelt to Fairview.  The utility and roadway reconstruction work will commence immediately thereafter.  Please see the images below for further details including an exhibit.

Milling (removal) of the asphalt roadway pavement is underway.  Next steps will include completion of two storm sewer point repairs, patching of the roadway base where necessary, paving of the asphalt roadway binder layer, re-installation of the manholes, paving of the asphalt roadway surface course, pavement markings, and parkway lawn restoration.

Main Street and Park Boulevard Progress Update

Main Street (Roosevelt to Fairview) - The work is substantially complete with a few remaining punch list items including the installation of a parkway drain, curb patch, and cleaning of the street drainage structures.  As a reminder, the Illinois Department of Transportation will be resurfacing the balance of the intersection of Main and Roosevelt this summer as part of its Roosevelt Road resurfacing project.

Park Boulevard (Roosevelt to Fairview) - Nicor is nearly complete with its utility relocation work being performed as part of the project.  It is tentatively anticipated that the one-way northbound only traffic configuration through this corridor of Park Boulevard will be implemented on Monday, July 9. Changeable Message Signs will be installed (on Park) one week in advance of the traffic configuration change to notify the motoring Public.  Commencement of the sewer/water utility and roadway work will immediately follow the implementation of the one-way traffic control plan.

Park Boulevard (Fairview to Crescent) - Completion of the spot curb/gutter and sidewalk removal and replacement work is anticipated by the week of June 25.  Cleanup of the work area including barricade removal and backfilling along sidewalks and curbs is also anticipated to be completed the week of June 25.  The underground contractor is in the process of removing the manhole frames/covers in the roadway.  This operation facilitates more efficient milling (removal) of the asphalt pavement.

Park/Hill Intersection - Reconstruction of the Park/Hill intersection is underway.  All roadway pavement in the intersection has been removed with the contractor currently focusing on excavation, construction of the stone sub-grade and sub-base, and fine grading of the intersection prior to concrete paving.

Main Street (Roosevelt to Fairview) Progress Update


Pavement milling on Main Street (Roosevelt to Fairview) including the removal of approximately 3-inches of the asphalt roadway pavement was completed on Thursday, May 17.  Inspection of the asphalt pavement base by Resident Engineer Flodstrom and Professional Engineer Daubert concluded that the pavement base is in good condition with only one location identified for patching.  Patching work was completed on Friday, May 18.

Weather permitting, the Contractor will prime the milled pavement base on Monday, May 21, pave the first 1-inch thick layer of asphalt on Tuesday, May 22, re-install the manhole frames/covers in the roadway on Wednesday, May 23 and pour the balance of the concrete curb, driveway, and sidewalk pavement.

The concrete around the manhole frames/covers will need to cure through the Memorial Holiday Weekend.  Paving of the second and final layer (2-1/4-inches) of asphalt will be completed after the Holiday Weekend when the concrete has sufficiently cured.

Main St. Construction Begins


Roadway construction work began along Main Street on Tuesday, May 1st.  R.W. Dunteman started removing concrete sidewalk and curb & gutter from Roosevelt Rd. to Fairview Ave. Starting the week of May 6th, storm and sanitary sewer frames and grates located in the curb line will be replaced with new frame and grates.  Once this work is completed, new concrete curb & gutter will poured.  While this work is occurring, Main St. traffic will be reduced to one-way traffic at times.  Flag workers will be utilized to control traffic.  Please drive slowly and carefully through the construction zone.  Thank you.
